Members
- Election : Elected by general, equal, direct, and secret voting of the county and citizens
- Member quota :Seven (A constituency region: three, B constituency region: three, proportional representation: one)
- Term in office : 4 years (however, the term in office of members through by-election shall be the remaining term of office of full-time members)
Chairman,Vice-Chairman
- Chairman and vice chairman are elected through a anonymous voting among members and remain in office for 2 years.
- Chairman represents the council and bring orders to the council room as well as direct the council affairs. Vice-Chairman takes the chairman's position in his absence.
Committees
- Special committees can be formed subject to approval by the general assembly to review and process specific agenda.
- The duration of such committees is not fixed. Members of the committees will lose their status once the agenda is completed and the committees are dissolved.
